Πρόκειται για αγορά μέσω διαδικτύου και όχι «κανονικά» αγγλικά:

the insurance fee of 500 dollars will be asked for across the bother, but it will be refund to me back

θα απαιτηθούν 500 δολάρια για έξοδα ασφάλισης..., αλλά θα μου επιστραφούν

Αντί για 'across the bother' μπορεί να ήθελε να πει 'across the border' και να εννοεί το τελωνείο...

Sorry I didn't spot this before it was "drowned in the streams." (-;   It's clearly a mistake for "across the board."  Cf. http://thesaurus.babylon.com/Across%20the%20board.  Here it seems to mean "with no exceptions," i.e. a mandatory or standard practice.
