Dmitry Shilnikov, Glossword developer, wanted for Internet fraud
Update: 24 June 2005 Note that when asked how he would feel about being somebody for a job and not getting the job done he says that he just got married and that he is a just man in love! The definition of a lame excuse!

After answering a few questions about some of his bugs and being silent for 5 days what is his reply when I ask him for his progress and when he will deliver what he was paid for?

The full story
This is how it started. I asked from Dmitry N. Shilnikov to customize Glossword for me. We exchanged a number of emails, agreed to the cost and then came the time to pay him. I paid him upfront (withour ever receiving the customized dictionary) the amount of 360 US dollars on the 11th of March 2005 and I have yet to receive from him the customization! As you will notice from the emails below:
a) he gave me his father's name for the Western Union transaction and
b) he refused to give me his phone number with the excuse:
"I am afraid my English is not so excellent to talk by phone. Please let me write PHP and HTML, because I know these languages much better than English".
I did find in one of his pages where he advertizes his services a Russian (mobile?) number [8-916-165-56-90] to which he never answered. It was only answered once, presumably by his father, who did not speak any English. I had a Russian speaker call again and his excuse was that they did not have any money and they could no pay the internet connection!!! When my friend asked him but why couldn't him go to an internet cafe and at least let me know that he could not do it, he said nothing. Notice that this happened some time after I sent him the money.
An interesting point is that, in his latest version, glossword 1.7.1, he incorporates some of the customizations I asked for like custom pages, CVS export, wildcard search, etc!
A complain about the incident has been filed to the Internet Fraud Complaint Center (IFCC) (complain No I05062113569627).
I would appreciate any information anybody has on this person and his whereabouts as, I believe, that the betrayl of trust in an internet transaction is something of an extremely serious nature and should not go unpunished.

I can give you 6 days but there is no excuse for this. You could at least have told me to wait! I also spent money to programmers to try to fix your previous buggy versions.
Would you like to be treated this way? Eh? Pay somebody and then they contact you 3 months later and say "give me six days"?

I did a search today in a courious
reflection of what Dmitry Shilnikov had done
with my money as well as two sites there
were never completed. If any of you
decide to contact Mr. Shilnikov for any work
on your site think very carefully
about it. The money involved was enough to
keep him in money for almost a year
while a lot of this time he was never around,
at times for months. This is nothing
new with him. A quick search revealed this
unhappy client who was dealing with
Dmitry Shilnikov. I knew I could not
have been the only person having work
issues with Dmitry N. Shilnikov.
Yes... this is the author of Glossword!

At this time the incompletion of
these sites have resulted in a great deal of
loss of time and income as well as
