Greek word that means the opposite to "holder of kratos" → ὑπηρέτης, ἐπιμελετής, θεραπευτής

This is from a query I received:

Is there a word in Greek that means the opposite to kratos, more like a servant, so that rather than bureaucrat—rule by the regulations—we could have bureauxxxxxx—service by the regulations, an administrator rather than a manager, a person who uses techniques to support us rather than a technocrat

Isn't that what "minister" is supposed to mean in English?  So why would we want or need a Greek word?
Greek equivalents:  ὑπηρέτης, ἐπιμελετής, θεραπευτής.
