Trados Workbench won't bring fuzzy matches in target

Even though I've already translated the sentence "Article 12 - Increasing Limits", when I open the similar segment "Option - Increasing limits", Trados won't bring any fuzzy matches in the target.

Penalties are all set to 0 and Minimum Match Value to 30%.
Any ideas?

Trados fuzzy matching is based on number of same words per segment and can be erratic with segments which have a small number of words and/or different case usage (lowercase/uppercase).
