I doubt that you'll ever find quod before confer in an actual text, because confer (cf. = "see [something]") always refers to what follows, whereas quod vide (q.v. = "which see") always refers to what precedes.

Well, I found it as a reference in Pape's dictionary :)

w.m.s   welches man sehe (q.v.)
w.m.vgl   welches man vergleiche (q.cf.)

quod confer

Can't argue with Pape.  But I wish we could put up "cf., confer" by itself, since its independent use (without quod) is by far the most common.
