Qui festinat ditescere, non erit innocens. –> He who is in a hurry to get rich will not stay innocent, i.e. will be liable to be punished.  So Jerome translates the Masoretic Hebrew text.  The Septuagint, however, relying on a different Hebrew text, attests the following for Proverbs 28:20:
ἀνὴρ ἀξιόπιστος πολλὰ εὐλογηθήσεται, ὁ δὲ κακὸς οὐκ ἀτιμώρητος ἔσται ("A trustworthy man will receive many praises, but the evil man will not go unpunished").
