In my opinion 'to be in a strop' is an informal way to express a bad mood, especially one in which a person will not do what he/she is asked and is unpleasant to other people.
Example: "Don't go in unless you have to - she's in a (real) strop." - i. e. she is in an unpleasant (sullen, grumpy, dour, furious or angry) temper (which may cause her to overreact and to treat you unfair), so it would not be wise to confront her with your problem now - just wait for her to calm down.
