This is a common translation of the moral of Aesop's fable no. 274b ("The Wolf and the Lamb");  also translated "Any excuse will serve a tyrant."  The original Greek reads
οἷς πρόθεσίς ἐστιν ἀδικεῖν, παρ᾿ αὐτοῖς οὐδὲ δικαία ἀπολογία ἰσχύει
— "Not even a just excuse means anything to those bent on injustice."
