This is one of those quotations attributed to "Socrates" that fly about the Internet like airborne viruses. You'll notice that no actual text is ever cited, and it's not likely that Socrates had anything to do with the phrase. For one thing, it seems to be a takeoff on Archimedes' "Give me a place to stand, and I'll move the earth." Archimedes lived more that two centuries after Socrates!
If it were ancient Greek, it would read something like this:
Ὃς ἂν βούληται τῆν γῆν κινῆσαι κινησάτω τὸ πρῶτον ἑαυτόν.
