My translation: Indeed, not through the practice of deeds, but with, in some way, good fortune, that lucky general does the things he does. Therefore the citizens are honoring him.

This was difficult.  Please help me get this just right.

διὰ τὴν πρᾱγμάτων ἐμπειρίᾱν = "through experience of things" or just "through experience."

ἃ ἂν πράττῃ = "whatever he does."  Whenever you see the subjunctive with ἄν, think "ever."

τῑμώντων:  this is third person plural, present active imperative.  "They are honoring" would be τιμῶσιν, wouldn't it?
