Transpose text in rows into two columns (Notepad++, Excel, ASAP Utilities)

 How can I convert a text file with this format :

Accelerated cargo
شحنة مستعجلة<br>


 Accommodation note
سند مجاملة أذني<br>


 Aggregate figures
بيانات إجمالية<br>


 All time low
هبوط بلا مقدمات<br>

convert it to TAB delimited like

in order to open it in Excl , tow columns ,TAB delimited

how to do that in EmEditor or NotePAd++

Or in Notepad++ (with regular expressions selected)

Find: \n\n
Replace: \n
(Repeat a few times so that there are no empty rows)

And then (with regular expressions selected)

Find: ^(.*)\R(.*)
Replace: $1\t$2

Or in Emeditor or other programs
Find: ^(.*)\n(.*)
Replace: \1\t\2
