τὴν οἴησιν ἔλεγε προκοπῆς ἐγκοπήν -> he used to say, "Opinion forming is the stoppage of progress" (Heraclitus, Fr. 131 B D-K, lit. "Opinion is regress of progress"). Diogenes Laertius 4.50.7 and Stobaeus attribute the saying to Bion of Borysthenes [3rd cent. BCE]).
