Is this an idiom with concern to the cupboard being empty or there is such a meaning for empty?
President Obama left us no ammunition. Okay, and he left us virtually no medical and ventilators. The cupboard was dry.

Right, we never speak of a cupboard being "dry." This is just one more embarrassing
lapsus memoriae
from our beloved President Trump. He's confusing the Mother Goose line "the cupboard was bare" with the 17th-century Scotch proverb "You don’t miss your water till the well runs dry."
