Right, we never speak of a cupboard being "dry."  This is just one more embarrassing lapsus memoriae from our beloved President Trump.  He's confusing the Mother Goose line "the cupboard was bare" with the 17th-century Scotch proverb "You don’t miss your water till the well runs dry."
