Bills are sent out every month. For the first five months the bills are estimates and from the sixth month an actual meter reading will be taken. This is known as a reconciliation bill and is generally higher than the estimates. Apartment bills tend to be between QR 200 and QR 400 and villas tend to be between QR 800 and QR 1,000.

I was just wondering whether 'Final' would be ok since the estimated bills are in a way temporary.

“ACTUAL” (BILL based on actual reading) : The bill includes the amount corresponding to the customer's electric usage for the entire consumption period (quarterly or monthly), minus the amount already charged on the interim Estimated Bill (“ESTIMATED”) in the field “ΑΞΙΑ ΡΕΥΜΑΤΟΣ ΕΝΑΝΤΙ” (ESTIMATED ELECTRICITY USAGE).
For customers who are beneficiaries of the Social Residential Tariff (KOT), there is a specific indication “ΚΟΙΝΩΝΙΚΟ ΤΙΜΟΛΟΓΙΟ” (Social Residential Tariff) provided that the Actual Bill is calculated based on the prices of the Social Residential Tariff.
“ESTIMATED” (BILL based on estimated reading): The bill is calculated based on the customer’s usage history such electricity consumption for the billing period of the previous year and the usage for the current year. 
“EXCEPTIONAL”: bill issued on dates that are not included in the regular dates of metering (e.g. due to bill correction).
“FINAL”: bill issued following the Termination of the Power Supply Contract
