Sure, ultimately. But literally, it means "Therefore you, too, know the works (i.e., job) of a general."
Mack86, these sentences sound like they came right out of a school exercise. Where are you learning Greek, and which textbook are you using?
Τί δέ τις; Τί δ' οὔ τις; Σκιᾶς ὄναρ ἄνθρωπος.

Hi billberg, thanks for that, Yes im learning at university(it is break now). The texts we are using are the
Reading Greek series
by JACT which although seem to be good, provide no answers. So sometimes I get stuck. I hope that posting from a school type text is not against the rules? thanks

Well, we really don't want to do your homework (or take your exams) for you. I can assure you from personal experience that the best way to learn Greek is to struggle with it on your own, make the mistakes, and learn from them. But if there's something really tough to understand, and neither your textbook nor your teacher gives you a satisfactory explanation, we'll be here for you. Courage, and ἀγαθὴ τύχη! (-:
P.S. Don't be afraid to learn the accents and breathing marks!
Τί δέ τις; Τί δ' οὔ τις; Σκιᾶς ὄναρ ἄνθρωπος.
