I got the following reply from a Senior Program Manager:

"Thanks for reporting this issue. We have a problem with the site due to an underlying upgrade. Our tools team is working on this and hope to have it running again today (Thursday)."

Let's hope that tomorrow (Friday) they can have this upgrade problem fixed, and we can have access to the Language Portal again.
