Hi. Searching this word in LSJ I found the following:

ἅσπερ = ἅς = which, the ones (that) (feminine accusative plural of the relative pronoun) + περ (adverbial particle) = exactly, the very. The meaning of the entire phrase is roughly: "the very ones that Ctesiphon has now written".
