Both, as it turns out: "At any rate the Cynic (satirist) Menippus says that Myndus is a brine-drinking town." The reference is to the presence of sea-water in the local wine.

and what grammatical structure is ἁλμοπότιν (accusative singular? of a verb???)
could you pleeeeeease explain it further?

Correct!
And ἁλμοπότιν is the accusative singular feminine of a noun ἁλμοπότις, invented by Menippus as a humorous play on the noun οἰνοπότις ("[female] wine-drinker"). The noun ἁλμοπότιν (in apposition with τὴν Μύνδον) is in the accusative case after φησίν (understand φησίν τὴν Μύνδον ἁλμοπότιν
εἶναι
