My translation: Hoplite, I wish you would not throw weopons for while throwing these things, you would niether be saved in battle nor have a good reputition. Therefore while remaining, be worthy of glory.

I think "ἀποβάλοις" is optative of wish.

Is this correct?

Correct, JM, and you know it for sure because of the εἴθε.  
Note that you don't just have βάλοις ("throw"), but ἀποβάλοις ("throw away").  Doesn't that make better sense in the context?
ἅμα γὰρ ταῦτα ἀποβαλὼν = "as soon as you've thrown those weapons away," or "once you've thrown them away ..."
The sense of the enclitic ποτε is always "ever."  So οὔ + ποτε = "never."
